But he has only made 41 appearances in three years at Roma and scored 6 goals.
The tough-tackling box to box passmaster has everything in his locker to be an absolutely top Premier League player if he can overcome the problems that have bugged him over the last three years.
Strootman has had three operations since damaging his ACL in 2014 and one would hope that he is young enough to completely recover.
If he does move Everton would be getting a remarkable player with great presence and quality.
Strootman has played 28 times for Holland and scored 3 goals. He has been a nailed on starter for The Netherlands whenever fit over the last 5 years.
